As from 25th October Oxford City Council are set to introduce a blanket additional licensing policy for all HMOs across the City under powers granted by the previous Government. However, interestingly, this looks set to be legally challenged by a number of Landlords & may (?) end up setting a precedent across the country. Law firm PainSmith have outlined, on their company blog, the reasoning behind the challenge.
I have republished the blog, which contains links explaining the background to this, on my site at

I await further developments with great interest.
